I. Mission
Lead Procurement team in China to perform purchasing activities from sourcing, negotiation, governance on contract management, supplier performance review and manage supplier relationship, including accountability for local target setting in alignment with Regional and Global Procurement goals. Drive Procurement value contribution to the Bunge business while ensuring compliance with policies, strategies and processes. Ensure a smooth and efficient relationship with local management and key stakeholders.
Job Description Detail: China Procurement Lead
1 Manage the market /country Procurement organization
61 Manage and develop the local Procurement Organization and drive continuous improvement of operations
61 Manage direct reports including target setting, performance review, and career and training development
61 Facilitate intra- and inter-country collaboration of Procurement Category Leads.
61 Position country specific procurement requirements on a regional level and actively support roll-out of Regional or Global Procurement development initiatives within the country.
61 Lead the country procurement team towards strategic procurement initiatives and performance according to Bunge Core Values.
61 Set ethical standards which are communicated as guidelines for the procurement process (e.g. interaction with suppliers and internal stakeholders)
61 Controle the market procurement budget
61 Implement and governance on Global Procurement Policy.
61 Support the business in setting up their plans, budgets and strategies.
61 Monitor and control market specific procurement savings plan, sourcing plan or regional and global task force.
2 Support Regional or global category strategy development and initiative execution, also SSCR compliances.
61 Coordinate resource allocation to support Regional and Local initiatives on a market/country level
61 Leads and supports strategic sourcing activities within the specific market/ country
61 Act as a change agent in leading implementation of new global/Regional purchasing initiatives
61 Support LCCS (Low cost country sourcing) initiatives- RFI ( Request for information) – Supplier Harmonization.
3 Lead contract implementation & drive contract compliance for local categories
61 Act as facilitator between Regional Category Managers & Sourcing Specialists and LPRs in order to ensure local acceptance of new contracts
61 Coordinate contract implementation of major contracts with LPRs and users
61 Follow-up on contract compliance; define and take corrective actions to improve contract compliance
4 Manage supplier relationships on country/local & regional level
61 In line with defined procurement strategy, support the classification and categorization of suppliers, including definition of supplier evaluation and audit policies
61 Continuously track supplier performance
61 Lead supplier development activities such as setting up cross functional review meetings with suppliers in order to improve performance and further reduce cost
61 Initiate and conduct supplier audits
61 Identify potential contract improvement opportunities and re-negotiations
5 Manage internal customer relationships at country/local level
61 Manage internal customers’ feedback on procurement organization & supplier performance, with Local Management and key stakeholders
61 Reinforce and promote Requisitioning best practices to ensure end users are following proper spend channel guidance
61 Within the framework of the cross functional sourcing and supplier development teams, closely develop and manage the relationship with internal customers
61 Proactively organize sessions with internal customers to identify further TCO reduction opportunities
61 Improve and reinforce procurement’s profile and recognition within the internal customer community
Qualifications
61 Academic background: University/Bachelor’s degree, preferably in engineering and/or commerce or other relevant discipline; or a relevant combination of formal qualifications and additional specialized study
61 A recognized qualification in procurement would be considered an asset
61 Experience: In depth knowledge of procurement and relevant management experience (15) in the same functional domain or other related positions, preferably working in an international environment.
61 Language skills: English (required); Local language (required).
